Facilitating implementation of National Aquaculture Strategic Plan

Project description :
Malawi is a landlocked country with high inland aquaculture development potential with its 1/5 of the territory occupied by natural waters like Lake Malawi. Dr. Masuda who was stationed at the headquarters of Department of Fisheries as an advisor for the department for facilitation of the implementation of National Aquaculture Strategic Development Plan of Malawi which had not progressing apparently. He reviewed the status of the aquaculture sector and revealed the substantial progress made in the commercial aquaculture development in large-scale cage culture of indigenous tilapias in Lake Malawi. He advised to initiate a small-scale culture development program using the formulated feed developed and other technical spill off benefits from the large-scale cage culture development. The advisor guided the first two years of community-based small-scale cage culture development with provisions of appropriate cage designs and assistances in implementation of all operational aspects. With the promising result of about 500 kg of fish production in the first year, the Fisheries Department followed up the community-based small-scale cage culture project as the flag-carrier program for the following year. With the other assistances such as introduction of a prototype running water fish farming system first time in the country and completion of a technical manual for rural pond fish farming, he facilitated the implementation of National Aquaculture Strategic Plan.

Study on the promotion of inland aquaculture for rural development

Project description :
The study aims at preparing the Master Plan (M/P) and the Action Plan (A/P) for the promotion of inland aquaculture for rural development.
The study proposed following projects in the Action Plan.
1. Project for improvement of pond productivity through fertilization
2. Project for development of small-scale net cage culture
3. Project for development of catfish culture using plastic sheet tank
4. Project for development of quality Tilapia broodstock by selective breeding
5. Project for improvement of pond aquaculture technologies
6. Project for feed improvement and extension
7. Project for training of catfish seed producing farmers
8. Project for aquaculture extension through farmer-to-farmer training
9. Project for development of training materials on aquaculture
10. Project for capacity building of fishery extension officer
11. Project for establishment of aquaculture statistics system
12. Project for aquaculture development in northern Benin
13. Project for development of fishery in artificial reservoir dams in northern Benin
14. Project for strengthening of fish farmers’ group through capacity improvement of extension officer
15. Project for development of rabbit farming
The study carried out following activities as pilot project to verify the effectiveness and validity of draft M/P and A/P
1. Aquaculture in association with agriculture and livestock
2. Farmer-to-farmer type extension
3. Effective use of artificial reservoir dams
4. Brackish water aquaculture
5. Aquaculture in whédo (traditional pond for fish trap in river basin)
6. Strengthening of farmers group
7. Reduction of women’s work load

Study on Master Plan of Integrated Development of Small-Scale Fishery and Inland Aquaculture

Project description :
This Study aimed 1) to formulate the master plan for integrated development of small-scale fishery and inland aquaculture, 2) to verify the effectiveness of Master Plan through pilot projects, and 3) to transfer technologies to Gabonese counterparts during the Study.
Development Plans:
1. Development of the Rural Communities in the inland fishery zone
2. Development of Rural Communities in the small-scale coastal fishery zone
3. Participative Fishery Resources Management
4. Development of Inland Aquaculture
5. Improvement of processing and distribution system of fishery products
6. Training of Human Resources of the concerned institutions

Tanzania Fisheries Master Plan Study
All region in Tanzania except Zanzibar islands
Project description :
Project Purpose:
The purpose of this Study is to prepare the Action Plan for the realization of national framework focusing on poverty alleviation and the fisheries development policy. The Master Plan had the following objectives:
1) to strengthen the development capacities of artisanal fisheries in both the public and private sectors
2) to contribute to the national economy, in terms of the nutritional intake of the populace,
3) to raise the livelihood and social welfare conditions of the rural fisheries communities.
The Action Plan comprised the following 15 programmes;

Study on artisanal fisheries development
5 prefectures in Coastal Guinea, 4 prefectures in Highland Guinea and 4 prefectures in Forest Guinea in Master Plan study phase. Those of Forest Guinea were replaced by 2 prefectures in Middle Guinea in Feasibility study phase for security reason.

The study proposed following important points to consider for resource management plan.
• Fishermen play the central role in compiling resource management plan
• Government and donors must not determine the contents of projects
• Compile budget that can be used according to the discretion of fishermen
• Encourage fishermen to have autonomy
• Organization is a means, not the end
• Securing of democratic operation and transparency of resource management committees
• Start from income generating activities
• Distribution improvement is effective for resource management
• Conduct scientific surveys with fishermen
The study carried out two (2) pilot projects to extract above-mentioned points for resource management plan.

Study of Fisheries Resources Management Plan
Mauritania (Nationwide)
Project description :
This Study aimed to assess the standing stock of demersal fish and the socio-economic conditions and living standards of the fishing communities, devise fisheries resources management plan conducive to proper fisheries based on the results of these assessments, and transfer technologies to Mauritanian counterparts concerning a series of tasks including the monitoring of effects that arise from the implementation of fisheries management.
As for the stock assessment surveys, a total of four trips were made using a research vessel to conduct trawl surveys and oceanographic observations. Harvested catch was sorted by species, then a count of individuals in each species was taken, and thence the weight of each species was measured. In addition, the age of target species was analyzed.
The socio-economic surveys were also conducted in the vicinities of major fishing villages to generate information on: (i) socio-economic conditions of the fishing communities; (ii) characteristic of the fishing and the marketing; (iii) main problem of the fishing communities; and (iv) alternative income sources.
